It's in the transmission if you have a 2004-2008 5.4 with 4r75e.

Installed vehicle speed sensor in transmission (VSS).

Check a common issue with the CC.

Can you shift from Park without your foot on the brake? You should not be able to.

No, can't shift from park without foot on the brake. Does anyone know how many indicator lights are supposed to come on when you turn the key on?

Thanks for the pic. Mine is a XLT I didn't realize the cluster was so much different. I know mine has 6 lights that come on including both 4x4 lights and pretty sure it used to have around 8 or 9. I'm not sure if it's related to the cruise issue or not. I'll get a pic of it up tomorrow.
