Thanks for those pics !!! I haven't given up yet and have a idea using the existing 04-08 bumper. My plan... cut 1/2 "off each end of stock bumper. Cut rectangle area out with Foglight hole ( about 9" wide ) then with part you just cut out, make that rectangle area into a square just exposing factory fog light hole. Slide Harley fascia over stock bumper then re weld fog light part so that it lines up ")

You can put that bumper on pretty easily as far as the frame brackets. I haven't shared pictures of mine yet but let's just say a raptor bumper is on my 04 right now. If it's a problem with it fitting the upper bumper cover then I'm not sure because I'm switching entirely to 09+front end.

Here's 04 bumper with Harley fascia slipped over my stock bumper. Going to trim the ends so it's not such a tight squeeze and modify bumper for fog light holes. Using stock bumper will help with gaps vs using 09 up bumper with modded brackets.

Love your project ! Looking great raptor bumper is completely different than regular f150 and mounts differently. Back side of 09 up bumper is hollow so you can't just transfer brackets frame horns are different and mixing the bumpers up will change spacing, fitment drastically I'm not giving up , ***** deep now lol

They were factory modded ones with offroad lights on them, the those went out so I modded them for emergency surface mount lights
