A buddy of mine has a set of Cooper Discovery STT's with about 35-40% tread left he said. Bottom dollar is $200. Their 35's. What do you guys think? Should I pick them up?

I would pass unless they were closer to free. They just don't look good (or work as well) when they are that worn, probably the reason they were removed. If you can mount/ balance them yourself I guess it could be worthwhile, otherwise paying $50+ for mounting breaks the deal IMO
