This topic comes up once a month. At the risk of suggesting you read the past several months answers to this same question with the search, just wait another few weeks, as it will get asked again, and you'll get the same answers again.
I can now understand why folks hate the search; you get flooded with topics, because these questions come up so often.
5.4's are not known for their mileage, but then again you already know that, or you wouldn't be asking it. In past posts (there are soooo many of them), the mileage posted for 5.4's has been in the 11 to 16 range. Some have said they get worse mileage then the average posted here; I suspect they have a badly out of tune engine, or tow heavy loads, or have engine or tire modifications that will also kill mileage.
Some say they get better than 17-18. If you drive downhill, with hurricane force winds at your backside, then you can average better than 16 MPG. I say average because the 5.4 is not going to get constant averages over 18. A scanguage or programmers may show higher, but it's usually when your foot is off the gas pedal, and/or your costing; as soon as your back on the gas, your average is back to 16 to maybe 18. My 4.2 V6 averages 19 to 21 depending on city/highway driving, with/without a load. My scanguage will show high 20's when I'm coasting to a light or stop sign, but I really don't count that into my "average MPG".

I've got a 06 AWD with: Headers, CAI, Elc. fans, Underdrive pullys, 3" est., Tuner, 305/35-24" tires. Most of the trips are short (7-10 miles), in town.
The last time I looked I was getting around 15.

Simply not possible.
Right now my scangauge is showing 11.3 mpg. I have a 3 mile drive to work. I let the truck warm up when the windows are frosted and I can't see. I also filled up with "discount" gas so I am betting that is part of the issue. It was a 4-5mpg drop. I have been able to get 15 or so in the city. My biggest combined was around 19.
My truck (see sig below), only mod is the programmer/tuner, I get 14-15mpgs city, give or take depending on how hard I drive it, which I'm usually easy going on the gas. Even without the tuner, it still got about the same mpgs, just not the better performance.
First thing is, what gears do you have? Are those stock size tires or oversized? How much stop/go do you do? What kind of gas are you using? How many miles on it?

Well warming it up hurts. Using cheapo gas isn't good for mpgs either. So I feel your pain.

The last two tanks I bought came from Kroger (fuel points == .20 cents off per gallon!) Kroger is a wholesale, so their gas can come from anywhere. So I have who knows what gas in there now, seeing about 11mpg. Last tank was 14.5 also Kroger gas. However I had a fair bit of highway milage on that tank. Previous tank was nearly all city driving and netted 14mpg. That was Marathon branded gas. Speedway, also wholesale, gave me 17.5 MPG and that was 75% highway. Best tank ever was a mix of BP and ? (whatever the dealer gave me) and I got 19.5 and it was a mix of City, Country, and Highway.
My drive to work takes me through 7 lights over 3.2 miles. I have to stop (usually) at 4 of those. I have considered taking another route that is 1.1 miles longer but has far fewer stops and more distance between those stops. If I can get another 1mpg from that route it would be worth it. I just have to see what is most efficient.
