I know that clearing the code with the scan tool should be enough, but again, I am just stating my similar problem was resolved by completing this exact step.
now that makes sense...

Its got 140xxx but what is bothering me is 1-2 months ago when i replaced the phasers, timing components, etc... i had the valve covers of and checked all my lash adjusters, springs etc... so thats whats bothering me. and there is no oil on the plug so that tells me the rings are good but yesterday after work i took the plug back out and was going to put a new one in after i ran the compression test and noticed theres moisture on it. so i went ahead and pulled a couple more plugs to see if they had moisture and they didnt. but if this new gasket doesnt work im just gonna have to pull the valve cover again.

Only so many things It can be.

Do you have anyone in your area with Ford IDS? They could do a test for power to injector and also a cylinder balance test and electronic compression test.

Have you tried swapping coils with another cylinder?

A leakdown & compression is next step if you are sure you have proper signal to the injector (double check your wire repair) also when you repaired wire connector did you make sure the wires were installed in same location/color . .

Pull valve cover and put #4 cyl on TDC then check the springs again.
I did the same on the last one I did but used a leakdown tester then as soon as I moved the spring a bit realized it was broken. Did not see it upon first inspection.

Again, I have seen a few lose compression so make sure the mechanical portion is good before you spend much more time on something else.

Ive done everything you are mentioning except the compression check and pulled the valve cover off. The compression check im doin this weekend, to tired after work but im dreading pulling the valve cover off if i have to. Im a diesel and drag car mechanic so when i get off work i dnt want to do any more work lol ya kno but ill let you kno what i found out this weekend.
