I know it's a small detail, but unless you like CDs that will be extra money as well if you want one. I would do what Stan said and try looking for an '08.
They are priced outside of what I want to spend. Trying to find one for under $15k with under 100k miles. Has to be a rust free supercab, 4wd, power windows/locks and not be beat like most I see.

Play hardball. They have enough cushion in there and it's their own fault for putting a truck out that has a problem. Not yours. Tell them if they want the sale, they need to fix it and leave the price as is. Otherwise I'd walk.

That's crazy. They are basically wanting to charge you for repairs on their truck!! See threads started by me. I got an 06 super crew last May with 98 k miles. For around 10k. I had them do all maint all fluids and the plugs. Shop around!

If it were me, I would walk away from this one. The phasers failed for a reason. Normally that reason is because the timing chain tensioners blow their gaskets, and cause low oil pressure. If the dealership is only going to replace the phasers and solenoids, but not the chains, guides and tensioners, then the phasers will fail again shortly. Also, you don't know how long the truck has been like this. The guides will break apart and clog the oil pump pickup screen. If the dealership doesn't drop the pan and make sure it's clear, then all the new parts can fail shortly. It doesn't sound like they want to do this job the correct way.
Now if you want, you can fix this for about $600-700. So if you can get them to drop the price enough, then go for it. However, at 90k miles, you need to change the plugs asap (that's not an easy, or cheap chore), and the 100k maintenance items will be coming up quickly.
Just my two cents.

Lol - they have you hooked, and they know it. I hate car dealers...

There are many problems with these engines, as mentioned above. You will likely be buying an expensive headache that will require more repairs in the future, and possibly a new engine.

Run away from it.

Broaden your search area or relax your criteria or increase your budget.

Finding a good used truck in my area was very tough too. Be patient and find an 08.

Ok, just my 2 cents here, if this dealership has recognized that there is a problem with the truck and says that they will have to raise the price of the truck to fix it then what kind of service do you expect to get from them in the future if something else goes wrong? They say they will drop the price if you buy it and they don't fix it, what kind of crap is that? A reputable dealer would fix it and warranty the fix and not raise the cost. I would tell them to fix it, then drive it and then tell them that you know the engine had issues and they need to drop the price. All this and see every piece of timing guides that they take out to ensure that they got any broken parts out of the oil pan. Start looking at other dealerships or private owners brother, this one is just looking to screw you. Let us know how it goes and good luck.

I made the mistake of buying an 05 with phaser noise. One of the worst decisions I ever made. Truck sounded bad with just 85k miles, but the cleanliness and niceness of the XLT made me look past the engine noise. Drove it for 5 months and the noises got worse and worse and I felt like it was going to implode on me hah. I was either facing a couple thousand dollar repair bill, or trade it in. I made the choice to cut my losses and trade it in on an 07 base model XL single cab with the 4.6. I miss the luxuries, but I like being able to trust my truck, and know she'll be there when I need her. So if I had to do it again, I would have stayed as far away as possible. The 5.4 can be an amazing engine for a lot of guys. For me, it wasn't, and that one scared me out of getting another.

They called and wanted to raise the price $1200 to fix it. I told them to shove it!!

How would an '08 with a 4.6 compare? I don't pull a trailer or anything. I haul a load of gravel or dirt every year usually and then lumber or lawnmowers, but that's the extent of my hauling.

I'm going to look at an '08 F150 w/ a 4.6 and just over 90k miles in VA tomorrow. Anything specific I need to check out?
