I just did a bunch of work on a 07 to find a vacuum leak on some IWE's.I believe what you are looking at is the vent to the right front IWE.It is not supposed to be shut.It may have leaned up against the manifold and burned shut. From what I can see that is the vent.

im having the typical whining/grinding noise from the IWE. it just started, or i just started noticing it. passenger side will make the noise @ 35 or so MPH then clunk, and go away. if i drive slow and switch to 4WD and try and switch back to 2 wheel drive. sometimes it will not got back into 2WD until i come to a complete stop.
and thanks, ill cut it so its open.
im guessing ill need to get a vacuum pump to test the system. does the line directly on the IWE just pull right off?

Yes it pulls off. Make sure you seoerate the vacuum hose system from the IWE's. Block the hoses of at the wheel ends and then pull a vacuum to test the lines. There is also an updated solenoid for the vacuum actuator. I see in the pic yours is the old style. Water gets into those and the new part has a cover to help prevent that.

here are the results:
i tested the actuator (on the fire wall)
22LBS of vacuum with one end capped and 4WD turned on. i lost 1LB. in a 3 minute span
both lines tested, pulled lines of actuator (on fire wall). both were tested @ 22LBS.
they lost ALMOST 1LB. after 4 minutes.
pulled the lines off the IWE's and they were clean. no dirt or water in them?
and, i connected directly to the IWE's (on the hubs) and could not get either of them to pump up?? does that mean the "bladders" are shot on them?
