IWE Solenoid UPDATED INFO FOR ALL
So after trying see what was wrong with my 4wd this it.
First I disconnected main vacuum supply and pluged.
Next I started hearing a clicking noise off and on under the hood.
Turns out the Solenoid was going bad causing the IWE to engage.
Installed new Solenoid and all is fine.
So today I tested the old Solenoid and found that they seem to get a little corrosion in side them . If you grind it down you will find some green colored rust near the terminal inside the housing causing a loss of electrical current, this leads to the valve opening and losing vacumm.
SO even the new updated solenoid will suck in moisture and start to rust.

Ok let me make this clear.
The moisture is getting in where the 2 parts of the solenoid are fused together.
If you take one and look close under the upper hose nipple you will see that there is a small gap. Also when I pulled it apart I found moisture inside the valve. Maybe it sucks it back from the vent? The rust i found was at the top of the solenoid inside where the two terminal connect to 1, the copper wire and where the 2nd terminal connects to the steel outer case of the solenoid (covered in plastic so you do not see it) This steel shell also had rust on it at the same point near the seam. I took a ohm meter to it and from the terminal to the copper coil no connection.
All this solenoid is,, a steel sleeve wraped with copper wire. Inside the sleeve is a spring loaded needle with 2 seats. when powered up it closes and lets vacumm pull the IWE's in to release. when no power it blocks the port and you get 4wd.
Mine was rusted at the terminals inside the solenoid so it was losing connection off and on. I would hear a clicking from the needle going up and down at a fast rate.

My truck is a 2008 has 20K for mileage and has the new style hood to cover solenoid!
I talked to the dealer and was aware that they have no clue what the hell is going on. I know my truck is under warranty but do not trust any dealers near me based on past problems.
What I am telling you is the solenoid has a parting line at the nipple that seems to let road splash get inside the solenoid. The rust is inside the solenoid between the steel sleeve and the plastic housing. This is a design flaw and i am sure will keep happening. The vent on top of the solenoid has a small piece of foam inside and was dry when I pulled it apart.
This is a post about what I found. Please feel free to take yours apart and see if it is the same.

Hey Gang! I have a 2008 F150 with 24,000 miles. Have any of you heard of the new models having this problem? The dealer is telling me that it is unusual, but that mine had this problem. They "think" they have resolved, but I am just not confident at this point!

I will know tomorrow when I pick it up.....but he said it was a $15 part and mentioned everything you all are discussing. He said some water got in and froze. He did say it had to do with the solenoid and that the Vaccum lines were not closing. I was coming home last night and there was a terrible "dragging" noise. I stopped and then there was a slight "thump". I thought I had run over something and it flew out when I stopped. I started again and got about 5 miles up the road and it started again. I will let you know for sure when I pick it up tomorrow.
