Default issues balancing 35's

Got some moto metal 20x9's and amp mud terrain 35x12.5x20's went to balance them and they are calling for 8,10,12 oz of weight...tried spinning tire on rim 180° still same results. Is this typical for a 35 " tire?

I run a 50/50 antifreeze mixture in mine and it works great (with no weights).. Similar to running balancing beads
