Intermittent wiper issue

I just replaced the entire turn signal/wiper control arm thinking it would fix my issue. My issue: the wipers work on the lowest intermittent level and on HIGH...nothing in between. I just picked this truck up and have been trying to find a solution but...nothing. Is there a relay? A control module?
