5/21/08 is what the date on the sticker is.

So it's July 2007, not Nov like I originally thought. New or old design?

Thats your truck build date. Has nothing to do with engine build date. Like mentioned, look for a sticker on the valve cover for engine build date. Also like mentioned by the OP, pull a coil and if it has a brown boot you have the new style. It takes an 8mm socket and maybe 30 seconds to find this out. COP is short for coil on plug meaning, your engine has a coil ontop of each spark plug.

changed my original plugs in my 04 with 117,000 miles on them.

step #1- pull off coil packs
#2- spray crap ton of PB blast in all spark plug holes
#3- let sit over night
#4- pull off ecm for easier access
#5- use compressed air and blow out all PB blast, yes it is messy but worth it.
#6- use craftsman 1/4" electric impact to get plugs out, it doesn't have enough power to break the plugs. so as I backed them out and they tightened up I just ran them back in, do that a few times and all of them came out super easy

Thanks for the info. Been researching it for about 6 months, seems like Seafoam in the gas tank, taking it out a 1/4 turn, then spraying a ton of carbon killer does the trick. Plan for the worst, hope for the best...

wouldn't hurt to also put some Seafoam through the brake booster vacuum line

Well... If the truck build date was 07/2007 is impossible to have the re-designed heads...they were not even built yet!
