Question, if I disconnect the negative termine from the battery, and then work on the steering wheel, there should be zero chance of deploying the airbag... correct?

Every vehicle has its own special "rules" and I don't know them specifically for this one, so if it was mine, I'd disconnect and remove the battery, connect the pos and neg terminals (of the truck, not the battery) to each other with jumper cables, wait like 15 mins for everything to discharge, then get started. You can either take the wheel apart and disconnect the airbag squib (yellow connector) there or you can remove the plastic behind and under the wheel to disconnect the entire clock spring.

I would do that because airbag systems do maintain charged capacitors for a few minutes so they can still deploy in the event of a loss of power

Fixed!
Hey folks, just wanted to thank Martian and Bucko for their assistance with my horn problem! After trying everything in the book troubleshooting the problem without having to get into touching the airbag, I removed the airbag and found the problem right away. The ground wire that clips into the red clip that's mounted on the airbag piece was not connected.. it mustn't have been totally clipped in and came loose from vibrat ions and bumps.. once I connected it and reassembled the steering wheel, the horn worked!

Could be the trumpets themselves... did you hit a big puddle lately... that's how 1 of mine died.
