Default Help!! Weird rubbing on outside of tires.

Okay, so a few weeks ago when I was driving without the radio on I noticed a weird slight vibrating hum (similar, but quieter, then the bumps meant to alert you if you are drifting) when the wheels where turning even slightly left, the sound doesn't occur when going straight or right. Thinking it was my alignment I took it in and had it redone, but the alignment was almost perfect and the hum persisted. Then this Monday I purchased new (smaller) tires, and the hum still persists. Took it to have the alignment redone (yet again); but still to no avail it isn't going away. The outside of my brand new tires has this weird rubbing(pics attached). What could be causing this? The people at Firestone didn't have an answer for me they said my front end was in great shape though driver side ball joints are starting to go out. Could it be my 2in level?
**Note I have put new shocks on about 6,000 miles ago, and there is no tire rubbing against the truck parts at all.

For some reason it's not letting me upload pics...

Is the noise on the left side?

If it is, I think it's the air intake under the fenderwell making the noise.

How would the air intake cause rubbing on the outside of the tires ??

Sorry, his pics are not showing up. Read the post too fast, didn't realise he said theres actual marks on the outside of his tires.

Check and see if theres anything loose. Have someone turn the wheel left and right for you while you look.
