Ok so I've searched and searched and it seems that this is somewhat common of an issue. I just replaced the fpdm and it seemed to clear things up for about a week then it's more of the same old lagging issue. When this happens it almost seems like I'm towing something. I can be running down the flat interstate at 70 with the engine load around 37 to 40% and get 18 mpg and the out of nowhere this drag comes on and the exhaust starts to drone, the load climbs to 70% and the mpg drops to 10. After a few seconds of this it is fine and runs great.them MAYBE a minute later it does it again. I've put a 180° t stat in to try and keep the fan from engaging while going down the road but every once in a while I hear it engage. At this point I'm willing to throw parts at it, I just need to know where to start. I would really appreciate any help.
