Cut off is exactly that. The line where the HID cutoff is at the divide between usable light and darkness. There's color mods to add a VERY sharp looking blue hue to it. The lines vary from a VERY sharp razer like line to blurry and cheap, letting a lot of light bleed above this line.
Another important factor is how wide the light is thrown. The wider the better which is mostly dictated by the projector itself.
3000k is mainly fog lights and super yellow. I heard great for rain though
4300-5000k are the brightest light output
6000k maintains great output with blue tint
8000k starts trading off usable light for blue color. Most notable in rain is when it becomes apparent where theres loss of output for color.
10000-14000k is just bs left for show cars. But Ive seen them a couple times over the years. VERY purple and i could barely see light on the road in front of them (amongst street lights)
Do not put plug and play kits in stock headlights. It's very blinding to oncoming drivers.

I too have been looking at some good aftermarket headlight options. But I don't have the deep pockets to get the "retrofit" projectors. So I guess it would be more cost effective to throw in some Sylvania Xtravision (as the Silverstar and other bright halogens burn out too quickly), and some aftermarket driving lights... I guess.

You can buy some projectors of ebay if youd like. But thats $200 could right now put aside for retrofit and save the rest.
Also could buy them and, as mentioned, get a kit to retrofit better projectos into the lights. The other downer things ive read is flimsy plastic housing, mountng tabs that easily break, and condensation build up inside the housing. The work arounds is a lot of sealent and jb weld. Thats what ebay projectors bring to the tabl, unfortunately

I still recommend doing the mini h1 retrofit into spyder headlights. it's $180 for the projector and bracket and if you're in the US it's free shipping!
Mine had bad condensation build up before but after I resealed it that stopped. It's the easiest and cheapest way to get a nice set of headlights with good output.
