As long as an officer can read the tags state (usually at the top), and the yearly registration decal (if applicable, and located at the top right), then a license plate ring is acceptable.
And of course, any dark tint type cover over the license plate can also be "seen" as an attempt to block the plates numbers/characters when running through red light cameras and such.

Not quite true in New York State, particularly when dealing with pickup trucks. If you have commercial tags, the "commercial" which runs across the very bottom of the plate must be visible.
This means in NY State, the bottom edge of your plate cannot be obscured.
The reason? Vehicles with commercial plates cannot go on certain roads.
