Dirty Rotten Scoundrel
Battery.
I'm thinking that sound might be the alternator trying to charge that nearly dead hunk of lead.
Go get an Optima, it's worth the extra money times 10.
No more dead batteries, no more corroded wires, no more acid leaking all over your fender and engine components, A/C lines, vacuum lines, etc.
I'm sold on Optima.
Oh yeah, if you have even the slightest corrosion of the battery cables, replace them completely. You will never have another battery problem after these two upgrades.

Only 2°F this morning, I could tell the truck started much easier and quicker. The whine (PS) lasted less than a second right at startup. So, I am confirming here that the whine only occurs and continues longer at colder startup temps. I will probably look into upgrading batteries before next winter.
