Does anyone know why Ford designed it so the fogs go out with the high beams in the first place?

It just seems if you need to throw a lot of light down the road every little bit would help. If there was a law, it would seem my high beams are more blinding than my fogs. I was thinking it was an electrical sytem issue rather than a legal one... but I could be wrong.
