I could probably do it in that... I've got a little auto body experience though. I've never had one off though so I don't know the exact steps without looking at it first. You may have to remove the headlight to gain access to some the front bolts. Also, make sure to take the plastic inner fender out.

Use a heavy layer of masking tape along the edge of the hood, at the bumper, along the door edge and at the "A" pillar to avoid chipping the paint as take the fender off and more importantly while you put the new one on.
It is a simple step that will save some aggravation along the way.
I would also have a shop vac on hand to clean up under the fender and some soap and a hose as well. Get the are under the fender very clean, let it dry or use the shop vac in reverse to blow it dry. Finally I would have a couple of cans of Fluid Film on hand and spray everything in sight that will be covered by the fender or inner splash guard. This will help with rust prevention in the long run.
As for the actual fender change, it's just bolts. Work slowly and find them all. Just work your way along the fender (inside and out) and you can see everywhere it is bolted in place.
