Failed state inspection

Well I failed the last 2 years for the E-brake. I had the shoes replaced the first time and they then passed me because the inspection station did the repair. When I failed the next year I was surprised. I find that my parking brake holds like crazy in reverse but not in drive. So i pull into parking spaces and lock it up. Then they can't back out with out releasing the brake. They never check it again during the inspection. I do need to figure it out since I tow with the truck and like to set it when I have a trailer attached. According to the state of Massachusetts. the parking brake must hold in 1st gear up to 1500RPM.

Texas is very meticulous about state inspections, I think the state has a spec like that for the parking brake. Lol and you should get that fixed of your towing a trailer often
