Default Failed state inspection

My main problem is the parking brake, I can't afford to take it to a shop to have it adjusted. Anyone know how to do it?

It's not that hard. There are a couple of videos showing how to adjust it and I believe there is also a post with information and pictures. Search for it. I will look for it and post you the links if I finds them.

Not "adjustable" per say. At least not the cable. Try the "drive in reverse" and hitting the brake pedal firmly to see if the self adjusting e-brake shoes adjust. If not, you'll need to remove the rear rotors to gain access to the e-brake shoes and replace them.

Not sure if you have the same problems we do up here in new england but we always see the cleavis where the parking brake cable attaches at the backing plate seize up and then not actuate the shoes.

Shoes? I'm guessing your referring to drum brakes, I have disk brakes all around

My left ebrake drum is that way...good ol bean

I haven't find the video, but basically you will take out the back wheel and then remove the caliper, then remove the rotor (they are disc rotor but with a drum). You will see at the bottom a screw with a star, move the star to adjust the brake pads.

Guessing you've never had the rear rotors off then, have you? There is a drum brake inside the "hat" on the rotor that serves as your parking brake. That is its one and only purpose, and is only activated by the parking brake cables.

You can try to adjust it in the traditional way you adjust drum brakes, (jack up the rear end, pull any cover over the service hole, use a screwdriver to turn the mechanism inside (if it hasn't rusted solid - fun times in the rust belt) until you can't turn the rear wheels freely, then back off 5 or 6 clicks, that's it) but as has been pointed out for those of us in the rust belt, the metal piece where the cable connects to the mechanism usually rusts and locks up.
