theres a guy on Facebook (f15dy boys page) selling a custom built front bumper that I'm interested in. This is my question, will his bumper fit my 2006 f150 even though his f150 is a 2004?

i would think every 04-08 is the same?

I thought I read on this forum at one time that factory bumpers from 04-05 wouldn't match up with the brackets of 06-08 front bumper brackets, maybe it's different for a custom bumper? Can anybody confirm/deny this?

I believe this is true.

I've read where you can install an 06 to 08 bumper onto an earlier 04 to 05, but you'll need the brackets from the donor truck as well. For whatever reason, it seems Ford made the brackets slightly different between the 04 to 05's and the 06 to 08's
Not sure on aftermarket bumpers and brackets; those manufacturers perhaps made their brackets more "universal" to fit a wider range of years. Sometimes the holes are more 'oblong" to work this way.
