If you have emissions testing then removing the cats will be a PITA. Plus it's a federal offense and you will have to put them back on if you decide to sell it or trade it in. Going thru the effort of removing cats does not net that much HP if any at all. If you have a 4 cat system you can cut out the rear cats without throwing codes.
IMO a programmer with e-fans, and the gotts mod would be a good addition to the truck. That will leave you some cash in your pocket for other things.

?We don't have emission tests in WI? Oh yeah, they only scan our ecm/pcm through the obd2 port. But they only search for codes, not the program being run. Besides, you can return your truck to stock (tuner stores the stock program). I just don't know how many start cycles your computer needs to pass their tests.
Never have had a visual inspection except for the vin and gas cap.
