Default Cooling system pressure test issues

Hi all.

So my truck has the heavy duty radiator (new) , an edelbrock high flow water pump, a new high flow thermostat (with holes drilled in it). All of the hoses are new and fresh coolant.

It gets up to operating temperature and once it hits 202F the e-fan kicks on (2011 f150 e-fan). It cools to about 196 and never any lower than that. The fan stays on from that point on.

It's done this for awhile and that's why I upgraded the radiator and water pump. Finally I decided to pressure test the cooling system.

First the static test i pumped it up to 15 psi and it held steady for 2-3 minutes so I released the pressure.

Second I pumped the cap up and it held to 14 psi before releasing.

Third, I hooked up the gauge and started the truck. My fan controller said the temp was 140F when I started and I let it go up to 202F where the fan came on. The gauge never moved above 0 psi.

According to the internet about 7 psi should be expected. What does this result mean??? Did I not let it get cool enough?
