My Mustang is a '92 5.0 so it doesnt have the rear O2 sensors like '96+ do.
Theres no CEL on.

Here in NY for inspections they hook a scanner of some kind to the obd2 ports of '96+ vehicles and if theres a code or pending code they fail it. CEL on is an automatic failure.
