Default Can someone explain this "plug" situation?

a friend has an 07 xl 4.6l and when i was looking at it i noticed this bolt and some rubber hose along with hose clamps blocking off what i would guess to be maybe a vacuum port or something? I asked him about it and said he bought it like that..... i dont have any experience with the newer motors and i couldnt find any information relating to it. Can anyone help me out here? its at the back of the intake on the passenger side.

What is it connected to? The bolt looks like a shade mechanic fix. But it may be a flush port for flushing the coolant. Remove the belt and hook up a garden hose with an adapter in the bolts place? I'm not sure.
