Mine cooled just fine while I was moving along at speed; it was when I had extended periods of idle that I would detect a lack of A/C coolness.

My a/c is strange. It cools great at lower speeds, below around 50. It's not great at higher speeds, but just good considering the Alabama summer temps in the upper 90's and lower 100's with high humidity. At idle however, it's almost pointless. New fan clutch last year didn't help, cleaning the condenser somewhat helped.
I'm seriously considering the e-fan conversion once we get through both kids birthdays, beach trip, and back to school stuff.

Yes, sometimes when my truck first turns on it will make weird noises, or when I disconnect my battery to work on projects then connect it, my air won't start for a few seconds, makes weird noises, then starts blowing air. It seems to me that after my truck has been running for a long time, that's when it will start blowing the hot air.
