The fog lights have nothing to do with the bumper mounting points. They're different from 04-05 to 06-08.

You're trying to tell me Ford changed the mounting points every year for the entire generation? Doubt it.

You are correct, the bumper mounting points are different on 06+.

So he'll need a 04-05 bumper and mounting bracket

Or just cut hole for your aftermarket fog in your bumper and make a bracket to mount the fog. (the aftermarket fog probably won't bolt-on directly to the stock 04-05 fog bracket anyway)
