So I just did this and I figured I'd post some pictures of what i did just in case its not already on here. I have never experienced this whining/moaning sound, but i wanted to check it to see if it would fix my shaky idle situation.
This is what it looked like when I opened it up. Clearly the foam has worn away which might have been affecting air flow.

I went to Ace hardware and picked up some door insulator seal like I saw other people were getting. This is what I got:
It was about the same thickness as the old seal seemed to be, and it advertised air tight which I knew I was after. The foam is also pretty dense so I figured it would create a good seal.
After I bought that, I went and cleaned up my old air filter frame:
After that I got a wet rag and cleaned up some of the dirt where the new foam gasket would go

Finally I put the new foam where the old one was and this was the result:
Ended up not fixing anything for me, but some preventative maintenance isn't a bad thing! Hopefully this helps someone with their engine's moaning noises in the future.
