What about adding a drain hole in the gas cap cavity? Or is there already one? I haven't checked. But maybe it would help. I don't want water staying in that area.

I would look for a whole bed on better condition and swap it out. No doubt. Even if you have to drive to the bed and swap it right there.

A new bed is $1000 lightly used (work body conversion places sell them).. Paints about 500 - 1000 That quote is a bit too high.. He's charging you shop rate on hours spent.
A note to all f150 owners: the gas tank area rusts! Nobody's exempt from this... Water pools inside the door and gets under the paint... Get some RTV black silicone and glaze this area with some q tips... If your rusting already: sand the paint down, prime it 3 times, paint it with a q tip, then RTV the entire bottom half of the door... I saw it on every (like 30) f150's I test drove before I bought mine. After this procedure, I've had no paint chipping or rusting issues develop...
