Default Blower motor???

So this morning it was hot as hell outside. First time I used the a/c this year, I cranked it to the highest setting blowing out awesome cold air. I had to turn it down to the next lowest and it is barely blowing anything out.

I switch it to the vent to rule out the a/c system. Its like level's 1 and 2 don't even work. Level 3 is blowing like its Level 1 and 4 works just fine. So I am thinking its the blower motor itself, anybody else got any insight or suggestions?

Blower motor resistor! Works on high because thats direct, all other speeds get power thru the dropping resistors. Its mounted to the AC chamber near the motor.
