You've got a 2009....? If so, yours goes through a Smart Junction Box, not a flasher relay... You have the mirror ones too and they're good as well (although that shouldn't affect it anyways)? That's not good because it's computerized and set to flash it 80 times per minute or 160 times per minute if a bulb is out.

Hmmm since you have a Smart Junction Box (SJB), I would try one of two things:
- Disconnect negative battery for 10 minutes (ok, you probably don't need to wait that long but that's always recommended)
- Get a cheap pack of bulbs. The flash detection (even with the SJB) works off of resistance values. If your SJB was bad, I'd imagine you'd have bigger issues to worry about. The bulbs that someone put in there might not be meeting whatever the resistance values the SJB wants to see are. They're a double-filament bulb, make sure if someone replaced it they actually used the correct bulbs. It's possible someone just threw something in there that fit (and yes, it may still "appear" to work). More-so in the rear lights.
I would check those rears first (visually, take the bulb out, make sure 2 filaments and wiggle the bulb to make sure one isn't broken)... Again, they might seem like they work fine, but they might actually be the wrong bulb. One of them could have been burned out, person before you bought the wrong one, wanted them both to appear the same so swapped them both. People do stupid things lol.
The only other thing I can think of is the dealer may have to reflash it...

lol sorry I must have edited my post like 10 times, hope you saw the most updated. I'm really leaning towards rear and more hoping that because it's the cheap fix. I know it's probably lighting up like you mean but again if your SJB was shot I'd think you'd have larger issues (but I never wrote the program :P ). Stupid question, but brakes and signal both work in rear? And while signal light is flashing with brakes down?

The rear lights are going crazy on my 2005 F150 XLT 4.6. All of them stopped working after my signals began flashing almost double speed. I checked the fuses and the rear bulbs, they all seem OK. Then I checked the Center High Mount Stop Light (CHMSL) bulb - it was burned out so I replaced it. That kinda got my lights somewhat working again, but now when I turn on the left or right signal light, I get both tail lights blinking together along with my licence plate lights - HUH??? That's messed up! Another oddity, but maybe it's because I'm not 100% sure of the normal operation, is my CHMSL is on with the service (tail marker) lights. Is that supposed to happen? I thought it only was on when you depressed the brake pedal?
Anyway, does anyone know ALL of the fuses in the panel that power the rear lights? I could only find one fuse relating to the rear exterior lights (Fuse # 2) from my manual. I'm sure there's more than just the one. I also need to verify if the relay is good yet.

That's exactly the problem that I'm having. Call the strange thing is whenever I switch to both of my front turn signal to LED bulbs, they wouldn't Blink. All they would do was stay on and I had a really bad buzzing noise coming from my dash. I replaced both front turn signal's with the stock bulbs and now they just blink extremely fast.
