Best way to moderately increase the power of the 4.6?

^^^Thats most likely due to the fact you perform maintenance on your truck (plugs, COP's, O2 sensors, air filter, fuel filter and all driveline fluids) before you worry about aftermarket goodies.
Now to the OP, when have you done all the basic maintenance items in my previous paragraph? That has to be done before Gotts mod, exhaust and a tuner if you want any kind of performance increase.

Exactly, I don't know why he assumed the truck wasn't maintained. I inherited this truck from my father who passed away, some 4 months ago. He bought it brand new, and was a stickler for strictly maintaining things, and always had it dealer maintained.
Even so, after I took over ownership, I took it to a local Ford dealer and had them give it a thorough check, along with an oil change, and they said everything was perfect other then the fuel filter, which they changed.
The truck was garaged it's whole life, and my dad drove it very easy. Maybe that's part of the problem though. Maybe it has some engine buildup, because he drove so easy its whole life. No towing, only light hauling, and again, he drove his vehicles very easy.
Like I said, right off the line it has some punch, but after 15-20mph its pretty darned sluggish.
I haven't cleaned the TB or MAF, so I'll look into this "Gotts" thing...

I can agree right off the line they feel fine, but after 20 mph forget it, you ain't impressing anyone. Although I can't give any suggestions, I can assure you my truck feels very similar to what you are describing

Do the Gotts mod, no need to spend money on a CAI when your truck already has one. If you want improved performance exhaust and intake combo (one without the other doesn't do NEARLY as much good, air must flow evenly throughout) is a very good way to do it. They make performance exhausts that are not loud. I would say if you're willing to spend the money I'd do 3 things first, improved intake, improved exhaust, and a tuner.
Also, by intake, do you mean a different intake manifold? (You said I didn't need a CAI)

It really depends how extreme you want to get. Gotts and cat back are mild. Might notice a slight difference. Fully doing both exhaust and intake will be much more responsive.

It came stock with 17's and 255/70's. I bought Method The Standard 18x9's and Cooper At3's 275/65/18. Certainly nothing extreme, but I still felt the difference for sure. But even with the small 17's it was still really slow. Here's a quick pic with the new wheels/tires:
