Yep, my 07 FX2 cluster looks just like 2008_XL's at start-up as well. Seems it's normal.

It's called a segment check. Its sole purpose is to show that all the segments of a display are working.

It's been around for a long time, and is on many digital displays. Lose a segment, and a 7 can look like a 1, a couple missing segments, and an 8 can look like a 3, and so on.

Can't say I've given it much thought but my 2006 does that too
