4WD wont engage & sounds like its trying to....

Have you checked to see if the actuators are good and engaging at the wheels, or the piece you said you replaced (the piece right under the hood on the passenger side, can't think of the name at the moment). I had that grinding noise at the same speed but when speed was decreasing and it turned out to be the driver side actuator. It was going bad and partially engaging but I replaced with a new one and it solved the problem

If you haven't replaced the solenoid under the hood on the passenger side with the new solenoid that has a little rain hood then I would definately try that. And even if you replace it with a new one that doesn't have the "rain hood" then it's worth trying

At the moment? -10C, 10ft of snow everywhere.
IDE pull the vac lines off of the IWE's or, pull the lines at the tank / solenoid and run with the hubs locked in.
If you have a garage then.
Lift the front wheels. Start engine and spin the tires. In 2wd the drive shaft should not turn. Pull the vac lines off and repeat.
The only way the hubs should disengage is with Vac. If no vac and no release you have a mechanical problem at the hub.

I think canceling out the transfer case shift motor (and solenoid if already done) would be a good idea and canceling out parts from there to see what is not working properly. I wouldn't jump to selling your truck because you've had problems.Trace them down to the culprit and fix them but don't just give up that easily on a beautiful truck !!!!!

The video is pointing to 4x4 not disengaging.
You are saying the 4x4 will not engage.
Either uncomanded Vacuum to the IWE's or the spring inside is worn / broken not allowing the hub to engage. If its broken / worn out then the splines are not fully engaging resulting in clicking, the dog is jumping in and out of the splines when torque is applied and then released through the drive shaft.
