White residue on center hub caps?

Default White residue on center hub caps?

Hey guys I was washing the truck today and noticed something I have never noticed before . When I got to my wheels I noticed there was some plastic sticking up on one so I pulled it off. Is this some kind of protector from the factory? I went around and sure enough they all had it, but under the plastic I have some white residue underneath it. Is there any kind of cleaner that will take this off? It's funny the truck has 120,000 miles and I never knew they were up there. It will not let me upload any pictures but it feels like now the aluminum is showing and there is a dried up sticky substance on them that will not scrub off with soapy water.
