If your IWEs are not holding while in 4WD, it's possible [that] the actual wheel hubs were damaged/worn during the previous episodes you thought you had repaired. Not common, but can happen if the IWEs spend much time wearing against them...

The IWEs can actually fail in an unlocked position. They have internal springs which can fail/break. Those springs are what cause the IWE to stay engaged and/or partially engage (which is when damage to splines can occur) when the vacuum system isn't working properly.

Smart people did design this system for Ford. WARN industries.

There are no check valves going to the IWEs. There can't be, or you would either never be able to apply or never release vacuum.

That's probably the problem. My truck has a ton of miles on it and I recently replaced a bad wheel hub on the right side. Probably wore something down and I didnt see it.

Yep you guys are right, I got confused because when you order the reservoir from ford it comes with a check valve attached to a line coming out of it. So there is 3 check valves, one coming out of the solenoid and 2 going in.
