If you don't get a saved cel, can you get this if the engine is running so roughly that it is gonna shut off? Tech, could a bad cat cause a saved cel?

Yes...due to the misfire caused by the Clogged cat, doubt you will see a CEL for your parking brake though...its mechanical.
