18x9 5" backspace 0 offset?

No because a wheel with 0mm offset means the mounting face of the rim is dead center the width. So the measurement from the mounting face to the back side lip of the wheel would be 4.5 since 1/2 of 9" is 4.5".

If he were talking about a 10" wide wheel he would be correct.
I mean I actually sell these things for a living, but I'll let you make your own informed decision on who is correct based on the article and picture I have provided. Just don't want you to buy the wrong wheel! Good luck!

This is how commonly backspacing and offset are messed up look at this calculator I found online!
It says the backspace and Forwardspace are both 5". These measurements are always taken from the hub mounting face and maybe I'm bad at math but 5+5 does not equal 9 lol

Heres 2 different charts for you that say the same thing.
A little tough to read but both have a 9" wide wheel with a -12mm offset as a backspace of 4.5". A 5" backspace on a 9" wide wheel would be in fact 0mm offset.

Hmmm I mean, I'm always willing to admit I'm wrong. But that would mean the lip for clamp on weights on one side would have to be an entire 1/2 wide on 1 side of the wheel, adding a whole inch to the wheels overall width. You could almost see this on an aluminum wheel due to the thickness of the metal, but what about those paper thin steel rims? and rims without clip on weight lips that only accept tape on?
I like your logic of thinking 0 offset is half the width which would be 4.5" but i guess it doesnt work like that completely.

haha yeah im not sure...These are just the charts I referenced when I purchased my 2 sets of wheels and it matches to what is stamped on the backside of my Moto Metal wheels now. I have 18x9 with a -12 stamped on one of the spokes.
