I just confirmed the link is working. I have used this in the past to pull up window stickers for my 2010 and my friend's 2008 F350.
Did you replace the <insert-your-vin-here> with your VIN? You need to leave the equals sign and enter your VIN after that.

I get a "File does not begin with %PDF" error, any idea what im doing wrong? Thanks

Make sure you remove the < > also. I think
