Default Whats the deal with engine computer tuners/programmers?

I may be in the market for one of these after I get my 33s all squared away.
Is there a difference between the term "tuners" vs "programmers"?
Do these always have to stay plugged into the computer to run the chosen tune or is it more of a flash module?
If its a flash, could it be used on more than one truck and unhooked? This would help justify the price if it could be shared but doubtful.

I'm referring to items such as SCT Tuner etc. I've looked up videos but it seems like they always unplug it after they are done but I've noticed some others like SCT have the capability to do live monitoring.

Some stay plugged in all the time, others don't. My EDGE Attitude on my duramax was a switch on the fly programmer. I could change the power levels with just the push of a button. The SCT can be used as a live monitoring unit but once you download the tune you remove it. It can only be used on one vehicle at a time.
