SYNC only dials a number when you prompt it to do so.

Ya. more specifics would help.

Mine doesn't call unless I specifically say "Phone" then "Call John Doe Cell". I've never had it accidentally dial anyone.

Ok, I'll try and be more specific. I like to sync up my phonebook/contacts so I can see on the Nav screen who is calling. But quite a few times when I have told SYNC to do something, it has actually dialed someone's number instead. I was hoping there was a way to still sync up the phonebook/contacts but disable the voice command dialing so I don't accidentally call anyone else. Or if there was a way for SYNC to ask you to confirm if you want to call "Mary Anderson" before it starts dialing away.

For safetly reasons the system will not allow you to access your phone book while in motion.

Not that I am aware of. You may want to try and reset your system as it sound like you are having an issue. Like what was posted abouve, you have to specify phone by voice or button then say "call so and so" before it will dial out. The only other way would be if you are actually using your phone and hit send on phone when you are syned up then it will go through the sync.

Don't think the OP want to access his phonebook but wants it as caller ID.

A lot of these "safety reasons" are indiscriminate ideas from the Ford engineers, they are not Fed standards, IE: The locked Nav screen while moving, they ever hear of passengers? There are many autos on the market that "allow" us to search while in motion, I don't understand why Ford chooses to play crossing guard with adults. Now what they could do is put a lock, password protected option that could be used to prevent teens from "playing" with certain features of the Nav systems.
