Default Rocker panel 'orange peel' feeling...

Spent a lot of time cleaning my pickup this weekend and noticed the rocker panels under all doors (SCREW) and in front of the rear tires, all have an orange peel texture. This is just on the part that would be flat, facing down. Is this just crappy paint from Ford or signs of rust to come?

There is no visual rust/bubbles.. Just a rough texture. Just curious if anyone else has noticed this?

AFAIK, it's an antichip paint/coating. No rust or problem on the way.
