I am just curious, as an outsider, I have always wondered, what is generally considered the southernmost border/line/demarcation of northern California?

Interesting question.
NorCal is in the eye of the beholder; for me it has always been from Sacramento >>>North.
There are some folks in the Bay Area including even the South Bay, who also think of themselves as being in NorCal; when others might view them as in either the Bay Area, or the North Central Coast, or even the North Central Valley, depending on how far east they are. From the standpoint of a line based on latitude; California's north-south midway point lies at exactly 37° 9' 58.23" latitude, about 11 miles south of San Jose.
In my view, anything south of Sacramento would be the Central Valley or if closer to the coast, the Bay Area, or the Central Coast; and below that would be SoCal starting about in line with the Tehachapi Mts. somewhere south of Bakersfield.
Again, I have lived and worked all my life up and down the state, from San Diego to Redding; therefore, for me NorCal is NorCal, the Central Valley is the Central Valley, SoCal is SoCal and the Bay Area is the Bay Area....'Nancy's' home.

The bay area is widely accepted as being part of northern California. I would say the cutoff is somewhere south of the bay. Central Cali is from there to maybe a little south of San Luis Obispo.

Well having livd in Norcal all of my life yes decades.. I always think of it as two states North and South. Santa barbra is South and Monterey is North, but I am guessing you just want it broken in two. As above stated you could break it up more regionally and say Bay area, which is Sausillito to Gilroy.. LOL like how I include myself... Any way it is often refered to as the nine bay area counties. Then a broader area is the central valley (which I think Sacramento belongs to, but thats me), North Coast (above San Francisco coast area), Santa cruz area which is basically Santa Cruz to Carmel... South Bay San Jose to Gilroy.. Then Southern Cal which is pretty much everything south of King City... But I dont think there is any firm here is the boundry line....But I would agree SLO is a good this is south staring point... Most people have a hard time understanding how big this state is along the coast line.. You can drive for more then 12 hours along highway 101 and still be in California.....
