Alright here's my report. I started on the drivers side. Put the liner in first then realized that the bolt on the bottom rear of the liner interfered with the bottom bolt of the weather tech flap. So we loosened the bolt on the liner (we had a small issue because we took the liner bolt completely out, just loosen it so that its still engaged with the clamp on the support rod) then put the bolt and nut for the flap on just enough to have the nut securely on the bolt but left some play in the flap. Tighten down the liner bolt while pushing flap forward then the tighten the flap bolt. After the first side we did the passenger side in about half the time. Also we didn't remove the tire or jack up the truck.

The top bolt on the flap was easy, the liners have a small notch to put the but for the screw.

4 flaps and wheel well liners in about an hour and a half.
