Green Gem has posted his subpar vent temps in other threads.
I don't buy into not using the old freon is the problem. I'm running R-134 in other vehicles and getting much better vent temps than my F150.

I put a thermometer in the vent of my 03 (different gen, I know. Work with me here.) With 176k miles. At a stand still idle in 90°+ weather, about 33-35°, maybe a little lower. Driving in the same weather? 28-29°. Something is wrong there on your end, and is NOT normal. We had an Acadia with the A/C not working in warm weather. Turns out it was nothing more than the ambient temp sensor, so I wouldn't doubt that being a possible issue.

The AC in every vehicle I've ever owned: Ford, Chevy, Dodge work best when moving and will get hot if you are just sitting parked/in traffic. I'm not a lawyer but I don't think you'd win a suit for your AC not getting cool enough. If your AC is blowing anything lower than 70 degrees and your still sweating you may want to get checked by a doctor. You may have a health issue. I keep mine set at 74 and am cool and comfy.

I don't know how class action suits work in Canada. Here's how class action law suits work in the US. The law firm of Dewey, Cheatem, and Howe will advertise on every day time Tv show for two years. A million F150 owners will sign up...and give up any right they had to sue Ford on their own. The case may go to court or Ford may settle. The F150 owners will get a certificate good for five hundred dollars off the purchase of their next F150. Dewey, Cheatem, and Howe will collect six million dollars for their work.

Minneapolis and LA have the same weather today, I am fine even with out the AC. Windows down is doing it for me. You guys turn your AC on in the winter to keep it lubricated right?

In order to have a civil lawsuit for damages...one would need to be financially damaged. How are you going to say you were damaged financially because the air out of the vents was 42* instead of some arbitrary number like 38*. Have you taken an actual reading of the output temperature yet? We have no basis to what the actual numbers are, saying something is not cold enough is totally different to two different people...you know.
