The "rice-rocket" I alluded to was a '10 Mitsubishi Lancer Ralliart (my "dad" car, as I could put my kids in it) with custom exhaust, and Evo front mounted intercooler, blowoff valve and intake. It was dyno tuned to reprogram the engine computer which resulted in the same HP as a stock Evo. It passed smog just fine. Had to detune it a couple times (for free) for warranty service, but not for smog.

For clarity, all vehicles in CA to pass a smog check USE TO have to pass two things, see below. I understand the newer OBDII vehicles are just scanned and if no codes then they pass but I have not had to smog a vehicle in a couple of years so I have not experienced that yet.
1. Visual inspection - A peek under the hood to check for illegal parts. If you have any aftermarket parts they have to have an E.O. No E.O., should be an automatic fail until the part is removed. Any part from intake tube to the cat(s) are considered smog parts and must have an E.O. to be replaced. Not sure how much it's enforced but it use to be cats that were less than four years old could not be replaced without going through some hassle. I think that has stopped being practiced, not sure though. A CEL (check engine light) or SES (service engine soon) illuminated is an automatic fail.
Executive Order - Manufacturer paid a ton of money for CARB to make sure it doesn't generate any more smog than the OEM part it replaced.
2. Sniffer Test - Vehicle is placed on rollers (some exceptions) and a probe in the exhaust pipe. At determined speeds samples are taken for a set amount of time. Each vehicle has a limit on certain emissions. Over that limit and it's a fail.
As for will a vehicle pass with a tune, it depends. If it's a canned tune and the vehicle is in proper running condition there is no reason it shouldn't pass. If it's a custom tune and the person who tuned it knows what they are doing it should pass but not a for sure. Usually the smog tech wouldn't even know if the vehicle is tuned or not. Come in with a lumpy cam or something silly and they may not even try and just tell you it will not pass. Depends on the smog shop.

If you have an EcoBoost you can get the HyperTech tuner (CARB Approved) and gain 65 or 85 HP depending on which tune you install.

oh the good old state of califonastand where you cant drive a polluter / tuned car, cant have a real gun. and Dianne Frankenstein is in your face about both. god I hate this state for that reason if Texas had the weather we have here I would move back in a heart beat.

I hate Cali for different reasons. All the hot chicks are snobby annoying bitches, your next car accident will be a hit and run by an illegal Mexican who doesn't have insurance, and we're going to run out of water in a year. Nuff said.

well johndog I was not going to get all that in to it but you are right, and I stay out of the valley just so I don't have the crappie weather. one summer in Fresno cured this boy!

Cats are required for all 50 states, I choose to keep mine in the attic until I get ready to sell the truck someday.
