Best is subjective, I'd have to say if it's a well rounded tune for daily towing/performance as well as reliability that you want, you can't go wrong with 5* or MPT. I have both and they both perform very well for my truck usage requirements.
As far as what's best on track? No idea, racing a 7000lb truck 1/4 mile at a time seems moronic at best, if you want something for the track look at a Mustang.

You are asking a question that is largely based on opinions. Even 1/4 mile and dyno sheets are not going to be a great way to compare, because as you may know, conditions, drivers, dyno's, are all variables.
The best tuner on the market is going to be the one that suites your needs best. If you want a tune taking your vehicle to the limits, or your looking for better fuel economy, or you just want better shifts, its going to depend. There is no easy answer to your question.
SSI, MPT, 5 Star are just a few of the popular ones that come to mind, but there are literally dozens upon dozens of other choices out there.

There's a member by the username "rancheroracer" that has posted very impressive track results. He gets his tunes from a guy in his area. Let me do a little digging and I'll post some info.

As other's said it is very subjective. I have 5 star tunes and like them. Getting a dyno tune with your truck from a reputable tuner will be the most ideal obviously as not all trucks/engines are exactly the same, but that's not easily doable for most people as there is not always a dyno shop nearby and in most cases cost more.
