When in 4h do you still need to engage the E locker or not? Tomorrow it's going to be icy on the roads and will need to get to work.

It does not turn on while in 4h, and when it is on it shuts off after 30mph. You should be fine in 4h though

If I am driving 30mph do I still need to engage the E locker though or will the 4h work just as well? As you can tell I'm new to 4x4 world

The short answer is no. Think of the non-spinning wheel as an anchor while you drive. if both rear tires spin, you'll slide off the crest of the road. The locker is only for needs of maximum traction and they are not the best on ice if you are not familiar with them.
