It does not turn on while in 4h, and when it is on it shuts off after 30mph. You should be fine in 4h though

The short answer is no. Think of the non-spinning wheel as an anchor while you drive. if both rear tires spin, you'll slide off the crest of the road. The locker is only for needs of maximum traction and they are not the best on ice if you are not familiar with them.
