Just up an down. You should be able to use a Phillips screwdriver on the top of the light. If you look down you should be able to see where it can go. I don't remember which direction is up or down but you'll see quickly. As said above, mark it on the wall and aim to there.

Yes they need to be adjusted.
Find level ground with a wall to aim against.
Park 25ft away from wall.
Measure the height from the ground to the center of your headlight.
Now measure the same height on the wall and mark it 2" below that mark.
Aim headlights so the top of the right side of the "step" in the cutoff meets that 2" mark.
Find level ground with a wall to aim against.

It doesn't matter now since you got them adjusted but the white hex is accessible. You just remove the rubber dust flaps next to the headlight and can reach them with a 10mm wrench. I don't know if mine are different for some reason than others, but the tops of mine don't have anything that would turn with a screw driver in them. I tried #2 Philips, flat head, etc. I couldn't see anything in the hole that would be a moveable part. It is strange but using the white hex is how I adjusted mine lol
